Simplified ETR Test
Educational guide to the Transitional CbCR Safe Harbour Simplified ETR Test — transitional rates by year, inputs, formula, and a fictional worked example.
Definition
The Simplified ETR Test is a Transitional CbCR Safe Harbour pathway that compares a simplified effective tax rate for a jurisdiction to a transitional rate that steps up over the transitional years in Inclusive Framework materials. It is not the same as a full Article 5-style GloBE ETR computation.
Mirentra’s shared taxConstants encode the transitional rates used in the calculator rules pack as: FY2023 15%, FY2024 15%, FY2025 16%, and FY2026 17%. Always confirm the rate schedule and definitions in the Safe Harbours PDF and domestic implementing rules that apply to your group.
Purpose
The purpose is to provide a simplified tax-rate screen during the transitional period: if the simplified ETR meets or exceeds the applicable transitional rate, the jurisdiction may qualify under this Safe Harbour pathway without completing a full GloBE ETR for that period (subject to elections, data quality, and local law).
Inputs
Common building blocks in Mirentra’s orientation engine are: current tax expense; relevant deferred tax; excluded tax items; manual adjustments; and profit or loss before income tax. Together, the tax components form Simplified Covered Taxes. Profit before tax is the denominator when positive. Definitions are technical — statutory tax expense lines may need mapping and exclusions.
Formula
Simplified Covered Taxes = current tax expense + relevant deferred tax − excluded tax items + manual adjustments.
When profit before income tax is greater than zero: Simplified ETR = Simplified Covered Taxes ÷ profit before income tax. The test passes if Simplified ETR ≥ the transitional rate for the fiscal year (15% / 15% / 16% / 17% for FY2023–FY2026 in Mirentra’s constants).
When profit before tax is zero or negative, Mirentra’s orientation treats Simplified ETR as not applicable rather than a numeric pass or fail — confirm treatment under the guidance you apply.
Fictional worked example (FY2026)
Fictional Jurisdiction C, fiscal year beginning in 2026 (transitional rate 17%). Current tax expense €1,200,000; relevant deferred tax €300,000; excluded tax items €50,000; manual adjustments €0; profit before income tax €8,000,000.
Simplified Covered Taxes = 1,200,000 + 300,000 − 50,000 + 0 = €1,450,000. Simplified ETR = 1,450,000 ÷ 8,000,000 = 18.125%. Comparison: 18.125% ≥ 17% → Simplified ETR PASS for this fictional FY2026 case.
If the same covered taxes were paired with profit before tax of €10,000,000, Simplified ETR would be 14.5%, which is below 17% → FAIL for FY2026 (though the same 14.5% would still fail a 15% FY2024 rate as well).
Review notes
Reviewers typically verify the fiscal-year transitional rate, the composition of Simplified Covered Taxes (especially deferred tax and excluded items), denominator definition, and that a Simplified ETR pass is not confused with a completed GloBE ETR analysis. Document which financial statements and CbCR extracts fed each input.
